彭博推微型公寓 吸人才當紐約客

美國紐約市長彭博2012年7月9日宣布舉辦「微型公寓 adAPT NYC 」設計大賽,號召建築師設計兩百七十五到三百平方呎(約七點七到八點四坪)的合宜公寓,以因應紐約市貴得嚇人的房租,也為持續增加的一到兩人小家庭提供適合的住所。

房價太貴怎麼辦,把房子縮小如何?這項比賽名為adAPT NYC(適應紐約市)。

彭博說:「這是為了以創新方式滿足目前紐約客的需求。世界各個角落都有人希望來紐約居住並且成家立業,我們必須興建他們負擔得起的房子。如果他們付不起居住費用,一切夢想都免談。」

彭博表示,當年他在紐約租的第一間公寓約十七坪大,月租不到二千美元。他說:「假如當時我能找到比較小的公寓,我不會住那麼大的。」

彭博打算在曼哈坦附近齊普斯灣,市府所有的停車場興建微型公寓,擱置土地使用分區管制法關於「建物面積下限」的規定。公寓將是監獄裡標準單人牢房的四倍大,或是彭博位於紐約精華區「上東城」透天宅邸的四分之一。建商需於九月十四日之前遞件。

紐約市目前約有一百八十萬戶人家是由一到兩人組成,但套房和一房一廳公寓合計只有一百萬間,可謂供不應求,年輕而單身的紐約客更苦於找不到價格合理的公寓。

微型公寓落成後將在市場上公開銷售或出租,市政府不會補貼這個計畫。負責此計畫的紐約市房屋保護和發展部長萬布亞說,微型公寓的租金會「遠比」曼哈坦的類似房型便宜,曼哈坦的套房月租為兩千美元(約台幣五萬九千元),一房一廳公寓月租為兩千七百美元(約台幣八萬元)。

萬布亞表示,微型公寓是要吸引「年輕專業人士、單身貴族、情侶或夫妻、藝術家、退伍軍人、小家庭、中低收入家庭與各種需要住小房子的人」。

建商需於九月十四日前遞件。設計師必須構思出一棟包含八十間微型公寓的建築,每一間都要有廚房和浴室,而且「採光、通風良好,讓人覺得寬敞」。

如果計畫成功,可能促成紐約市土地使用分區管制法「建物面積下限」的規定放寬。目前新建物內的公寓平均面積最少要四百平方呎(約十一點二坪),不過偶有例外。

彭博打算在二○一四年之前增加十六萬五千戶合宜住宅,微型公寓是計畫的一部分。美國波士頓、英國倫敦與西班牙巴塞隆納,都有類似的迷你住宅。

The New York City Department of Housing Preservation and Development (HPD) is inviting developers to submit proposals for a new construction project in Kips Bay, Manhattan.

Developing housing that meets the needs of how New Yorkers live today is critical to the City’s future economic success. Currently, the City’s housing stock is misaligned with the changing demographics of its population. There are 1.8 million one- and two-person households (more than 60 percent of New York City households) and only one million studios and one-bedrooms to meet this housing demand. According to the 2010 Census, the growth rates of the one- and two-person household populations exceed the growth rate of households with three or more people. adAPT NYC seeks to create additional choice within New York City’s housing market.

Interested parties that choose to download the RFP using the link below must register. Only those registered will receive any updates or additional communications regarding the RFP. The RFP contains a detailed description of the development program, requirements, guidelines, eligibility requirements, selection process, and submission requirements.

A pre-submission conference will be held on July 31, 2012 at 2 pm at the American Institute of Architects’ Center for Architecture, 536 LaGuardia Place, New York, New York 10012. Every Applicant wishing to submit a Proposal in response to this RFP is encouraged to attend, as this will be the only opportunity to ask questions and receive answers in person regarding this RFP.
