台中大都會歌劇院執行率45% 綠委:龍應台救救胡志強

目前大台中大都會歌劇院執行率僅達45%,民進黨立委林佳龍26日質詢文化部長龍應台時說,這項計畫不斷延後,預算卻仍增加,儼然是一個爛攤子,招標11次也全數流標,他也希望龍應台「救救胡志強」。
林佳龍表示,他也不反對由文化部接手大台中大都會歌劇院,尤其是完工後的營運,龍應台也允諾林佳龍的提案,於一個月內提出臺中大都會歌劇院工程落後改善與未來營運方式檢討評估報告,並承諾將盡速到台中視察。
另外,林佳龍也要求龍應台在一個月內提出新的公視董事名單,並當場提案通過,若文化部於一個月內重新提出公視董事名單,教委會將暫停審查公視相關預算;他也說在就任新聞局局長時,儘管當時政治局勢為朝小野大,公視董事依然過關,故提醒龍應台「溝通」的重要性。
林佳龍也說,今年的流行音樂及視覺藝術預算大量減少,流行音樂僅剩1億7000多萬,視覺藝術更僅剩5300多萬,反觀兩岸交流預算增加了4倍,令人質疑政府的價值觀,正朝「文化一中」的方向推動;而文化部若只將錢用於交流用途,則無法讓文化深耕,談再多國際化、泥土話及雲端話,最後只會剩下口號。

The whole thing seems a little too late now. Let us to narrow down and to limit to the current situation: “How to build a curved structural wall with concrete?” There are four choices: 1) Flat wall-uniform thickness system. 2) Screen-grid wall system. 3) Waffle-grid wall system. 4) Post-and-Beam wall system. Remember here that all four systems are 3-D curved with designed curvature as the Architect wanted. Upon the 3-D structural analysis in various directions and load combinations the most critical stresses can be spotted and reinforced with adequate reinforcement. Unfortunately the design team chooses the most difficult one to build. That is choice 1) Flat wall system, which is difficult in spotting stresses and distributing reinforcements. Here method 3) is the same system as Luce Chapel at Tunghai University.

至於選擇方法2)或4), It is mission impossible. 因為即使是2D平面版的Screen-grid wall system或Post-and-Beam wall system其分析設計的步驟都需要經過實體模型的實驗驗證. 因此Method 2) or 4)在3D的混凝土世界裡是完全不可行的,也就是說我們需要新的材料, 新的組合, 或者完全使用金屬鋼材, 或者完全放棄利用3D彎曲牆的載重功能, 僅作隔間牆用.

所以說這個粉紅淺綠的夢幻讓人失望的是它變成了老珊瑚的廢墟, 結構上它的雙曲幾何的球體空間跟一個老式泳游池的噴漿技術扯在了一起. 我原來滿心期待一個不同的創新也似乎將煙消雲散, 剩下的是花費更多的代價和更長的工期.

If I am the project structural engineer, I will knit the steel tubes in 3D curved post-and-beam system with Insulating Light Weight Concrete in-fill. The design challenge is on selection of the tube size and their spacing.

我提的方案: Use Steel Hollowed Cross Section as vertical and horizontal grids. In-fill space between grids is poured with light-weight concrete. The steel square tube center can be used as air duct for HVAC system. The advantage of my structure system is computer-able, high-strength capacity and less time consuming. No full scale test is required too.
